Building a Roadway Characteristics Inventory for HPMS and MIRE Reporting

Arizona Department of Transportation (ADOT) needed to get ahead of MIRE 2.0 compliance while also meeting other federal and state roadway data requirements such as ARNOLD, HSIP, and HPMS. AppGeo, working with partner Works Consulting, was brought in to help ADOT build a statewide Roadway Characteristics Inventory and improve the way roadway data could be maintained and shared across the agency.

AppGeo helped design a multi-phase solution that included data and systems reviews, gap analysis, workflow documentation, metadata improvements, database and schema updates, and extraction and validation of roadway characteristics using ArcGIS Roads and Highways and 1Spatial’s 1Integrate. The project also added automation to track progress and support quality control, and by the end of phase 3 the team had processed nearly 7,000 additional roadway miles, bringing the total to more than 9,000 miles and giving ADOT a stronger long-term data governance foundation.
