Using Social Studies and Simulation to forecast the Human Resources Demand

IBS Group, a leading software developer in Central and Eastern Europe, was engaged by Russia’s Ministry of Education and Science to build an analytical system for forecasting demand for skilled professionals. The challenge was to improve planning for higher-education subsidies by predicting labor-market needs across Russia and its regions, using AnyLogic simulation software.

AnyLogic helped IBS Group create dynamic simulation models of the entire Russian Federation and all 83 regions, enabling scenario analysis, regional planning, and automated subsidy calculations. The solution supported subsidy plans for 2012 and 2013 and continues to be used for forecasting, helping the Ministry align graduate output with labor-market demand, reduce unemployment, and modernize higher education.
