East Devon District Council faced the challenge of providing low carbon heating for 12,000 homes and supporting a new town development in response to the climate emergency. The council also aimed to establish a social fund to aid residents suffering from fuel poverty, but lacked the internal capacity to manage such a large-scale project. They commissioned Anthesis to provide project management services for this initiative.
Anthesis implemented the PRINCE2 methodology to manage all technical, commercial, legal, and financial work streams, facilitating negotiations and developing the business case. The solution included managing the construction of a 7.5km heat main and supporting the procurement of specialist firms. The impacts were significant: annual carbon savings of 17,200 tonnes of CO2, the creation of a social fund, and improved network resilience. Furthermore, Anthesis secured £7 million in government funding for the council and managed an estimated £30 million capital project.
