Scottish Council Implements Efficiency Measures to Maximize Annual Energy Cost Savings

West Lothian Council engaged Ameresco through Scotland’s Non Domestic Energy Efficiency (NDEE) framework to tackle aging building systems and reduce rising energy costs across nine sites (83,750 m²) including schools and a care home. The council commissioned an Energy Savings Performance Contract and a suite of technologies — cogeneration/CHP, interior LED lighting and controls, BMS optimisation, VSDs, rooftop solar PV and pipework/insulation upgrades — to maximize annual energy cost savings and support its net-zero goals.

Ameresco delivered a prioritized package of energy conservation measures across the nine buildings, implementing LED and control upgrades, recommissioning a 48 kW CHP, installing 50 kW of solar PV, fitting VSDs, and optimizing BMS settings. The project (c. £1.30M contract) guarantees annual energy cost savings of £186,000+, annual energy savings of 1,860,932 kWh, a CO2 reduction of 604 tonnes, annual maintenance savings of £31,532 and a payback under seven years, while improving occupant comfort and providing community workforce benefits.
