Clarkstown Central School District Upgrades 17 Buildings, Without Increasing Taxes

Clarkstown Central School District engaged Ameresco to upgrade 17 district buildings (1.5M sq ft) while avoiding any increase in school taxes. The district’s challenge was to modernize aging HVAC, lighting and building systems and add renewable energy while funding improvements through guaranteed savings rather than taxpayer dollars, using an Energy Savings Performance Contract (ESPC).

Ameresco conducted a detailed energy audit and implemented 14 energy conservation measures — including lighting upgrades, boiler and HVAC replacements, roof insulation, motor replacements, an energy management system, vending machine controls, a cogeneration system and solar panels — as part of a $7,200,000 ESPC. The Ameresco project delivered guaranteed annual energy savings of $463,000, funded upgrades across 17 buildings, supported Energy Star certification efforts, and improved learning environments without raising taxes.
