A Ameresco Case Study
The City of Jefferson engaged Ameresco to address aging infrastructure and rising energy costs at the Algoa Correction Center and Jefferson City Correction Center and to capture operational efficiencies while converting landfill gas into usable energy. Ameresco was hired under an Energy Savings Performance Contract (ESPC) and a 20‑year power purchase agreement to deliver a landfill gas‑to‑energy (LFGTE) cogeneration solution and related facility upgrades.
Ameresco designed, built, owns and operates a 3.2 MW LFGTE cogeneration plant (three GE Jenbacher engines), installed steam piping to serve Algoa from JCCC (allowing the inefficient Algoa boilers to be retired), replaced deteriorated buried piping, upgraded 15 kV electrical distribution, performed lighting and door upgrades, and implemented other efficiency measures. The $8.4M ESPC yields about $500,000 in annual energy savings, provides roughly 2% of Columbia Water & Light’s electric portfolio under the PPA, reduces carbon emissions equivalent to heating 1,500 homes/planting 1,300 acres/removing nearly 1,000 cars, and supported about 80 jobs.
