IMD Optimad, a London-based provider of data and campaign-management tools (including the CARIA transactional platform), was commissioned to build ARPP.TV for France’s advertising regulator. The project demanded mission‑critical availability and strict SLAs, on‑demand scalability to handle peak processing, lower IT cost and complexity than a traditional data‑center setup, resilient disaster recovery, and developer agility for faster time to market.

IMD Optimad rebuilt the service on AWS—using EC2, S3, SWF, Glacier, VPC/CloudFormation, and Amazon WorkSpaces—to deliver ARPP.TV and treat infrastructure as code. The cloud solution was completed in eight months and cut time to market by 50% at half the cost, achieved over 99.98% availability, enabled a one‑hour Premium clearance offering, reduced security risk, and simplified support and operations.
