West Java Provincial Government, Indonesia’s most populous province, faced a large urban–rural digital divide and on-premises capacity constraints that slowed new public-service projects. To modernize citizen engagement and scale apps without heavy capital investment, the government adopted AWS cloud services — including Amazon SES for email notifications, plus Amazon EKS, CloudFront and SQS — to enable faster, more scalable delivery of digital services to 5,312 villages.
Using Amazon SES as part of an AWS-native architecture, the vendor helped West Java build containerized apps (Sapawarga and the COVID-19 response app Pikobar) with tools like Amazon EKS, SQS, ECS, S3, Kinesis and Athena. The move to AWS reduced development time from 2–3 months to 16 days for Pikobar, which reached 1.14 million downloads, empowered a 26-person team to run product development independently, and delivered measurable cost control through pay-as-you-go billing and auto-scaling. Amazon SES was explicitly used to send user notifications, contributing to near-real-time communication and improved citizen services.
