Methodist University, a small private campus in Fayetteville, NC, faced recurring failures in getting timely emergency notifications to students and staff—mass emails and phone calls bogged down, the outdoor siren had limited range and could not convey instructions, and the campus terrain and dispersed facilities further hindered coverage.
