Strategic Workforce Planning Tool Improves Decision Making for the Dutch National Police

The Dutch National Police, organized into 10 Regional Units and multiple frontline teams, needed a way to plan staffing amid a changing labor market and a multi‑year training pipeline. With long training times and evolving job requirements, leaders required clearer forecasts of future workforce flows, hiring needs and required skills to maintain community safety.

AIMMS partner PwC developed a privacy‑assured strategic workforce planning tool that uses historical “snapshots” of the organization to model inflows, outflows, costs and staffing requirements. The tool lets the police run scenarios in FTEs and euros to set hiring levels, education requirements and budgets, producing fact‑based decisions, improved hiring and budget forecasts, and better readiness to meet future service demands.
