The Central Puget Sound Regional Transit Authority (Sound Transit) operates light rail, commuter rail, express bus service and a regional fare card for the Seattle area. Federal funding requires an extensive certification process—about 5,000 certifiable items per expansion phase—yet Sound Transit struggled with siloed teams using different documentation tools, massive volumes of paperwork, and auditors unable to find representative documents; the agency’s documentation and workflow capabilities were overwhelmed as projects grew from roughly $3B to over $50B.
Sound Transit engaged OTB Solutions, which implemented the low-code AgilePoint platform to create metadata-driven processes and four interrelated applications. The new system eliminated silos, provided end-to-end visibility and ID-based document lookup for auditors, and enabled reuse of components to speed development and reduce cost. The result was a systematic, auditable compliance process that improved collaboration, reduced administrative overhead, and let teams focus on risk management, safety, and delivering better services.
