Québec Ministry of Transport Reduces Costs and Improves Efficiency With AgileAssets’ Pavement Management System

AgileAssets provided a pavement management system (PMS) to the Québec Ministry of Transport to help preserve and better manage its extensive road network. Québec faces one of the toughest maintenance environments in the world—vast territory, harsh climate, heavy urban traffic and growing heavy-vehicle loads—so the ministry sought a more efficient, transparent and cost-effective PMS, upgrading from a French-language installation in 1998–1999 to a browser-based solution in 2010.

The browser-based AgileAssets system centralized a detailed network master file and enabled regular condition reports, optimization scenarios and multi-year, multi-constraint analysis using residual service life (RSL) as a management indicator. The upgrade improved information sharing, planning, accountability and decision-making, and led to more efficient budget allocation—treatments recommended by the PMS accounted for 60% of spending, with further gains in speed of reporting and transparency.
