Enhanced Decision-Making Through Optimization Analysis with AgileAssets® Pavement Analyst

The Delaware Department of Transportation (DelDOT) needed to modernize pavement management across roughly 14,000 lane miles and a broad asset portfolio. Leadership set goals to improve decision‑making and budget allocation, standardize vendor procurement, and turn automated data into operational results. Key challenges included reconfiguring engineering decision frameworks to use automated data, converting raw distress data into usable deterioration indices, developing performance models and decision trees, integrating with legacy systems, and training staff.

DelDOT implemented AgileAssets Pavement Analyst as the core pavement management system, covering distress data conversion, treatment and decision‑tree development, performance models, network configuration, reporting, system implementation, and staff training. The PMS enabled optimized analysis and clear treatment recommendations, giving pavement managers greater confidence in projected network budgets and turning field data into actionable work plans. The program also supports FAST Act compliance, improved both strategic planning and day‑to‑day operations, and earned DelDOT an AXIAM award nomination.
