The State of Vermont’s Economic Services Division needed a faster, easier way to manage complex, frequently changing SNAP policy manuals for its 3SquaresVT program. Working with Adobe RoboHelp, Vermont aimed to reduce the time spent updating manuals and make it simpler for benefit program specialists to find accurate information quickly.

Adobe, through Adobe RoboHelp and support from implementation partner Lightext, helped Vermont centralize content, automate page and topic numbering, and publish from a single source for both internal and public-facing manuals. The results included a 35% reduction in staff time spent searching for information, a 46% drop in policy inquiries, and a dramatic cut in manual preparation time from hours to minutes, enabling more frequent updates and faster service delivery.
