United States Department of Labor cares for ill and injured employees

The U.S. Department of Labor’s Division of Federal Employees’ Compensation (DFEC) manages workers’ compensation for roughly 115,000 new federal claims a year, historically relying on paper forms and a mail-and-scan workflow that created delays, high printing and scanning costs, and accessibility gaps for smaller agencies and injured workers. DFEC needed a secure, accessible way to get timely medical evidence and reduce time-to-care while protecting sensitive information.

DFEC deployed ECOMP, a web-based portal built with Adobe Experience Manager forms (with partners Twin Technologies and ASRC Federal InuTeq), enabling online form filing, document upload and PDF conversion, secure access controls, dashboards, and automated tracking. The change eliminated much paper processing, improved self-service, and sped claim handling: timely filing rose government-wide from 80.1% to 86.2% for initial claims and from 57.8% to 75.9% for wage-loss claims, with some agencies reaching nearly 100% timeliness.
