The Scottish Social Services Council (SSSC), the regulator for more than 198,000 social services workers in Scotland, needed a cost‑effective way to raise training standards across a highly diverse and geographically dispersed sector. Facing tight budgets and the impracticality of rolling out classroom or paper‑based materials, the council sought mobile, interactive learning that agencies could access without extra IT investment.
Working with Cactus Information Design and using Adobe Acrobat and the Adobe eLearning Suite (including Captivate), SSSC converted courseware into rich multimedia PDFs and mobile‑ready modules—piloting delivery on handheld devices—to create immersive, scenario‑based learning. The program produced a 40% improvement in knowledge retention versus classroom training, higher engagement and completion rates, faster content updates, reduced printing costs and environmental impact, and recognition for innovation in workforce development.
