San Diego County District Attorney - Customer Case Study

The San Diego County District Attorney’s Office, one of the largest in the nation, faced a heavy Juvenile Division caseload—about 11,000 juveniles and 25,000 hearings annually—managed with millions of hard-copy pages. The division needed to streamline case file workflows, improve access and collaboration among prosecutors, probation and defense partners, and reduce paper to accelerate daily court schedules.

The county implemented the Justice Electronic Library System (JELS), built on Adobe Acrobat Pro integrated with Microsoft SharePoint, to auto-convert documents to PDF, create electronic briefcases, enable markups, check-in/check-out and fast search. The solution freed administrative staff, sped case review and preparation, improved in-office and in-court collaboration, empowered attorneys with quick access to evidence, accelerated Juvenile Court proceedings, and earned a county IT innovation award while paving the way to a paperless future.
