Norfolk County Council, which serves about 900,000 residents across rural Norfolk, set out to become the UK’s best-connected county by driving digital transformation, eliminating paper and print costs, and keeping services running during the COVID‑19 pandemic. Early e-signature efforts saw low adoption, and the pandemic created an urgent need to digitize legal and operational workflows quickly.
Working with Adobe, the council deployed Adobe Sign integrated with Microsoft SharePoint, Power Apps, Power Automate and Teams in under four weeks. The integrated solution automated approvals and sealing workflows, cut document preparation time from 45 to 12 minutes (saving about 4.5 working days per month), removed mailing and printing steps, and added real‑time status dashboards and auditable trails—accelerating adoption across multiple departments and use cases.
