The Kentucky Labor Cabinet, a state agency responsible for communicating and enforcing workplace safety standards, needed to expand access to OSHA training across Kentucky, improve availability of critical courses, and shift public perception from an enforcement body to a trusted safety resource—all without increasing its annual budget.
