How CDOT transformed infrastructure planning with Adobe Acrobat Sign and ProjectWise

CDOT, the Colorado Department of Transportation, faced a major infrastructure planning challenge: managing and approving enormous construction plan sets that could include thousands of pages, weigh hundreds of pounds, and require secure seals and signatures across the state. Using Adobe Acrobat Sign alongside ProjectWise, CDOT set out to move away from paper-heavy workflows and simplify the review, sealing, and storage of project documents.

Adobe implemented a fully digital workflow that integrated Acrobat Sign with ProjectWise and Adobe Acrobat DC, enabling secure e-signatures, audit trails, searchable PDF storage, and handling of very large files. The results were significant: CDOT cut sealing time by 90%, closed a print shop that cost more than $1 million annually to run, and saved $100,000 a year in freight, material, and labor costs. Adobe’s solution also helped CDOT streamline compliance rules, reducing eSealing setup time from up to three weeks to just 15–30 minutes.
