The County of San Diego, the fifth-largest U.S. county, needed to modernize its citizen-facing web presence and internal operations. An aging CMS and reliance on an external contractor made content updates slow, sites hard to navigate and not mobile-friendly, and paper-based forms created bottlenecks—so the county sought autonomy for departments, better digital access, and streamlined forms-based processes.
The county deployed Adobe Experience Manager and AEM Forms on-premise, migrating 70,000 pages, building templates and components, and enabling mobile and social publishing while keeping centralized governance. As a result, departments can update sites instantly, citizens get improved mobile and online service access, and automated e-forms cut manual work and backlogs—boosting service delivery, efficiency, and taxpayer value.
