The California State Assembly Democratic Caucus, reorganized in 2018 as the Democratic Office of Communications and Outreach (DCO), needed to translate complex, taxpayer-funded legislative work into engaging, multilingual content for 61 districts and some 29 million Californians. The team faced tight budgets, diverse audiences, and the demand for fast, modern storytelling across websites, social platforms and district events.
DCO adopted Adobe Creative Cloud for enterprise and built a 33-person in‑house creative team that standardized assets, sped collaboration, and scaled production. Using tools like Premiere Pro, After Effects, Audition, Photoshop and Illustrator, the team produced 17K+ pieces in four years (about 120 videos/month), cataloged 12K ready-to-use products, improved turnaround and consistency, and helped offices increase social followers by an average of 11% month‑to‑month.
