State of Hawaii aims to enhance services through paperless initiatives powered by Adobe solutions

The State of Hawaii faced the challenge of speeding citizen services and reducing paper-based workflows across seven islands for 1.4 million residents, while improving employee productivity and accessibility. To support its paperless “eSign Services” initiative, the State turned to vendor Adobe Photoshop, implementing Adobe Sign and Adobe Document Cloud tools (including Acrobat Pro DC and Creative Cloud apps) with integrations to Microsoft SharePoint.

Adobe Photoshop’s solution replaced paper routing with electronic signatures and integrated workflows, enabling mobile signing and SharePoint-based tracking; results included 64,000+ e-signature transactions in year one, 80% less time to process new hires (onboarding cut from ~2 hours to ~20 minutes), and approvals delivered in hours instead of weeks. The Adobe Photoshop enterprise agreement also reduced decentralized software costs and set the state up to scale to tens of thousands of regular users while streamlining citizen services.
