The State of Hawaii sought to speed citizen services and reduce paper-based workflows across seven islands, facing delays from printing, routing, and collecting signatures. To support its “eSign Services” initiative, the State partnered with Adobe InDesign, deploying Adobe Sign and Adobe Document Cloud along with Adobe Acrobat Pro DC, Adobe Creative Cloud apps, and Microsoft SharePoint to enable secure electronic signing and digital document workflows.

Adobe InDesign’s solution—centered on Adobe Sign and Document Cloud—streamlined approvals, enabled mobile signing, and integrated with existing SharePoint workflows; the State processed 64,000+ electronic signature transactions in the first year, cut new‑hire processing time by about 80% (from ~2 hours to ~20 minutes), and reduced approval cycles from weeks to hours. The Adobe InDesign deployment also delivered enterprise licensing cost efficiencies and is expected to scale to tens of thousands of regular users across state agencies.
