State of Hawaii aims to enhance services through paperless initiatives powered by Adobe solutions

The State of Hawaii faced the challenge of serving 1.4 million residents spread across seven islands while reducing paper use, speeding approvals, and improving staff productivity. Governor-driven paperless goals required an easy-to-adopt electronic-signature solution that would work across departments and integrate with existing tools and workflows.

Hawaii rolled out an “eSign Services” program using Adobe Sign and Adobe Acrobat Pro DC within Adobe Document Cloud, Creative Cloud for enterprise, and Microsoft SharePoint. The initiative enabled mobile signing and SharePoint integration, produced 64,000+ e-sign transactions in the first year, cut new-hire onboarding from 2 hours to about 20 minutes (≈80% faster), sped approvals from weeks to hours, and delivered cost and deployment efficiencies through an enterprise licensing agreement.
