State of Hawaii wanted to improve government efficiency and deliver faster citizen services across its geographically dispersed islands, but paper-heavy workflows were slowing document routing, approvals, and employee onboarding. Working with Adobe Creative Cloud and Adobe Sign as part of its eSign Services program, the state aimed to move toward paperless processes while also reducing costs and improving collaboration across agencies.
Adobe Creative Cloud and Adobe Sign were implemented alongside Adobe Acrobat Pro DC and Microsoft SharePoint to enable digital signatures, document tracking, and mobile signing from nearly any device. The results were strong: onboarding time for new hires dropped by 80% from 2 hours to 20 minutes, approvals returned in hours instead of weeks, and the state processed more than 64,000 electronic signature transactions in the first year.
