The Kentucky Labor Cabinet, the state agency charged with communicating and enforcing OSHA standards, faced the challenge of shifting public perception from an enforcement body to a trusted safety resource while improving access to critical training across the state—without increasing its annual budget. The agency saw eLearning and webinars as a way to engage more businesses and workers, reduce event costs, and create consistently positive interactions separate from enforcement activities.
Using Adobe Connect and Adobe Captivate, the Cabinet launched interactive virtual learning (chat, polls, live/recorded video, persistent meeting rooms) to simplify access and streamline content creation. The move expanded reach from a few thousand in-person participants to tens of thousands annually, produced nearly 100,000 on-demand views, lowered delivery costs, boosted compliance and engagement, and spawned new programs and partnerships (such as TRACK), all while maintaining budget.
