State of Hawaii aims to enhance services through paperless initiatives powered by Adobe solutions

The State of Hawaii, which serves 1.4 million residents across eight islands, faced slow, costly paper-based workflows that hampered service delivery, created environmental waste, and delayed approvals—especially when employees frequently traveled between islands.

By adopting Adobe Sign and Acrobat within Adobe Document Cloud and integrating with Microsoft SharePoint and Outlook, the state digitized signatures and automated workflows, enabling mobile signing and streamlined approvals. The initiative processed 400,000 documents, saved about $5 million in 2.5 years, eliminated 24,000 pages of paper daily, shortened approval cycles from weeks to hours, and dramatically reduced HR onboarding time.
