Norfolk County puts digital transformation into high-gear with Microsoft and Adobe Acrobat Sign

Norfolk County Council, which serves about 900,000 residents in rural England, set out to become the UK’s best-connected county and eliminate paper-based processes while keeping services running during the COVID-19 pandemic. Early e-signature efforts suffered from low adoption, so the council needed a fast, secure way to digitize legal and operational paperwork and reduce print and mailing costs.

Working with Adobe and Microsoft, the council rolled out Adobe Acrobat Sign integrated with SharePoint, Power Apps and Power Automate in under four weeks. The new workflows cut document preparation for legal sealing from 45 to 12 minutes, saved the equivalent of 45 working days per month, automated approvals and archive requests, and added real-time visibility and auditable trails—helping the council maintain services such as care documentation, archive access and COVID-19 program agreements.
