The State of Hawaii, serving 1.4 million residents with about 80,000 employees across multiple islands, struggled with slow, paper-based workflows that drove up costs, wasted thousands of pages daily, and delayed citizen services as documents moved between offices and traveling staff.

Hawaii implemented Adobe Sign and Acrobat within Adobe Document Cloud, integrated with Microsoft SharePoint and Outlook, to enable mobile electronic signing, centralized storage, and audit trails. The change processed 400,000 documents, cut paper use by 24,000 pages per day, saved roughly $5 million over 25 years, sped approvals from weeks to hours, and reduced new-hire onboarding time dramatically.
