Franklin County, a fast-growing county in south central Pennsylvania (Chambersburg) with 686 employees, needed to deliver health, safety, and welfare services efficiently and fiscally responsibly as its population expanded. County leaders faced the challenge of modernizing IT to support a mobile workforce, create a paperless environment, and streamline the high-volume contract-signing processes across 57 departments while maintaining compliance.

By integrating Adobe Sign (part of Adobe Document Cloud) with the county’s Laserfiche document management system, Franklin County automated document workflows and replaced triplicate paper signatures with secure electronic signing, reminders, and clear audit trails. The solution reduced paper and storage costs, improved compliance and visibility, enabled mobile signing, and increased operational efficiency so the county can scale services without adding staff.
