Adlib PDF is Integral to Document Management Transformation at Italy’s Ministry of Justice

The Italian Minister of Justice was struggling with massive volumes of hardcopy court documents across 166 judicial districts, fragmented local archives, and a new requirement for judges to prepare electronic judgments. To modernize records and improve security, the ministry selected a document management platform integrating IBM FileNet and chose Adlib Software’s PDF rendering, OCR and digital-signature capabilities (Adlib PDF/Adlib OCR) to convert, validate and protect documents digitally.

Adlib Software, working with local partner Swen, delivered PDF/A conversion/validation, OCR-driven full-text search, multi-signature digital signing and a flexible enterprise licensing model (unlimited-use license capped at 10,000 users) that allowed rapid scaling of servers. The solution created a secure, searchable repository, automated conversion workflows and supported the ministry’s archiving needs—able to address an estimated 110 million pages/year and 5 million documents to be signed—while pilot deployments (e.g., Milan) reported strong rendering/OCR performance and faster, more controlled access to critical legal records.
