The canton of Uri faced a time-consuming and resource-intensive challenge with its paper-based building permit process, which required manual submission and circulation. They sought a digital solution to optimize coordination, reduce paperwork, and create a system that could be scaled for use in other areas. Adfinis was engaged to develop this flexible and customizable solution, which needed to integrate seamlessly into existing operations without disrupting day-to-day business.

Adfinis implemented an open source-based solution by adapting the online tool CAMAC to the canton’s specific needs. This involved migrating data from Oracle to PostgreSQL, ensuring digital sustainability and flexibility. The result was the creation of Inosca, a tool that increased efficiency, provided transparent processes, and eliminated vendor dependencies and licensing costs for the canton of Uri. The project established a foundation for further open source initiatives within the public sector.
