Testing the de-risking and de-escalation of nuclear scenarios with rapid AI innovation

The European Leadership Network, in collaboration with the German Federal Foreign Office, sought to better understand and test nuclear escalation scenarios. They needed a way to rapidly generate and play through strategic decision-making scenarios to improve preparedness, a challenge compounded by limited data on such events. They engaged Adarga to develop a prototype AI solution using its Knowledge Platform.

Adarga’s solution was a rapid decision-support prototype that used large language models to generate and drive scenarios based on open-source information. This tool automated the creation of complex scenarios from simple text descriptions, enabling users to model interactions between multiple countries and their key decision makers. The outcome was a significant increase in efficiency and time-saving compared to traditional, manual wargaming methods. The AI-driven approach also removed human bias from planning, improved situational awareness, and was so successful that further work was commissioned to develop the tool further.
