Barts Trust Advances Social Value Objectives Through Comprehensive Tender Questions

Barts Health NHS Trust needed to develop a robust process to embed and measure social value objectives in preparation for its main works procurement for the Whipps Cross Hospital redevelopment. The Trust engaged Action Sustainability to assess its existing strategy and develop relevant tender questions to ensure these objectives would be effectively communicated to and upheld by its supply chain.

Action Sustainability conducted stakeholder workshops, refined the Trust's social value vision, and developed comprehensive tender questions and an evaluation model aligned with PPN 06/20. Their work provided a framework with quantitative metrics for scoring bids and a mechanism for monitoring supplier performance, ensuring social value commitments made during procurement would be legally binding and measured throughout the contract.
