CIV, a subsidiary of the Dutch police and a European center of excellence for football hooligan management, needed a single, cost‑effective way to centralize disparate records of football‑related violence and proactively protect attendees ahead of major tournaments. The challenge was to gather and share secure, multilingual data on incidents and offenders across police forces, border control and prosecutors while meeting public‑sector open‑source and budget requirements.
Working with Elegant ICT, CIV implemented the Hooligan Tracking System (VVS) using Actian Ingres Database, Ingres OpenROAD and the Elegance modeling tool. VVS provides authorized, pan‑European access to match and offender data, supports incident mapping and now predicts violence‑risk for future matches; it is recognized by courts, has become mission‑critical for law enforcement and reduced long‑term maintenance costs.
