Capita Software Services, a UK-based provider of public-sector software, was tasked with rapidly delivering a broad suite of eGovernment applications so local councils could put the full menu of services online. The company needed a database platform that supported quick development, legacy-data migration, low total cost of ownership, and—critically—did not require dedicated database administrators so council staff with limited IT skills could manage systems.

Capita selected the Actian X database with the OpenROAD development toolset, which offered cross-platform support, fast developer ramp-up, and built-in administration features. Using this stack Capita delivered modules such as Academy Benefits, integrated with councils’ finance systems, enabled on-demand reporting, and simplified support. The solution cut operating costs, sped deployments and data migration, and is now used by more than 160 UK local authorities—helping Capita become the market leader in eGovernment software.
