Georgia.gov, run by the Georgia Technology Authority, was operating on a decade‑old proprietary CMS that was costly to maintain, included an unsupported version, and struggled to keep sites live and handle traffic spikes across more than 55 agency websites. The GTA needed a lower‑cost, enterprise‑level platform that could scale, reduce maintenance overhead, and make content management easier for nontechnical users.
Using the OpenPublic distribution with Phase2 and moving hosting to Acquia Cloud, the team rebuilt Georgia.gov into a single, responsive, multi‑site Drupal platform with an intuitive UI and mobile‑first search, migrating 55 sites in 12 months. The new system improves uptime and onboarding (15 sites added soon after launch), frees the state from managing roughly 20 servers, and is projected to save $4.7 million over five years while delivering better citizen access and scalability.
