The City of Burnaby, a major urban center in British Columbia with over 249,000 residents, relied on Burnaby.ca as a primary communications channel but faced serious usability and operational problems: a bloated, organization‑focused site (1,500+ pages) with inconsistent information architecture, outdated content and assets, an unsupported proprietary CMS, inflexible responsive design, accessibility gaps, and on‑site hosting that threatened business continuity during emergencies.

To address this, the City adopted a resident‑centric approach led by a cross‑department Website Insights Team and partner Domain 7, migrated to Drupal 9 on Acquia Cloud, and consolidated digital assets in Acquia DAM while centralizing content editing and brand voice. The result is a modern, responsive, accessible (WCAG 2.0 AA) site with 479 pages, streamlined schedules and permits into single filtered views, clearer task flows and services/payment pages, improved asset management and brand control, and greater reliability during critical events.
