The Colorado Office of the State Auditor (OSA), an independent state agency responsible for auditing state agencies and post-secondary institutions, faced the challenge of conducting some 60 performance and financial audits annually with limited staff, budget, and time while working with disparate data systems. These constraints made it difficult to detect fraud, ensure data integrity, and protect public safety across hundreds of regulated professions.
By adopting ACL software and training all audit staff, the OSA moved from manual sampling to full-database analytics, joining licensing records with court and sex-offender databases to identify risks. The audits uncovered over 2,000 active licensees with felony convictions, about 5,000 with misdemeanors, and roughly 270 registered sex offenders holding professional licenses, prompting adopted recommendations—such as enhanced criminal-history checks and CBI collaboration—and delivering faster, more effective audits that better protect vulnerable populations.
