The B.C. Government’s Ministry of Finance — Office of the Comptroller General (Corporate Compliance & Controls Monitoring Branch, 3CMB) faced a cumbersome, resource-intensive pre-payment review process that still produced payment errors and high compliance costs. The team needed to reduce payment errors, cut compliance spending, and strengthen procurement and policy controls across government.

Using ACL’s enterprise continuous monitoring and a shift from full pre-audits to risk‑based post-audit sampling, 3CMB achieved over $21 million in annual efficiency and labor savings, recovered incorrect payments, and improved data integrity. The program strengthened the internal control framework, increased compliance confidence and credibility, and has been expanded to additional areas (including purchasing cards) with plans for more tests.
