Creating accurate capital plans with detailed facility condition assessment data

The City of Mississauga, one of Canada’s largest and fastest-growing cities with a diverse portfolio of civic buildings, lacked consistent facility condition data and capital-planning capability. Although a CMMS was in place, long-range budgets were based on historical averages and unvalidated requests rather than asset age, condition or lifecycle, so the city sought a Facility Asset Management Program and tools to enable data-driven prioritization and forecasting.

Mississauga contracted VFA Canada to deliver VFA.facility, conduct phased condition assessments and establish best-practice processes; after a pilot the team assessed 228 buildings and more than 350 site assets and uploaded results to the cloud-based system. The work revealed a replacement value just under $1.3 billion and a Facility Condition Index of 0.12, and now enables the city to run funding scenarios, prioritize projects and produce defensible long-term capital plans while keeping the asset database current.
