How Absorb LMS helped POOL/PACT dramatically improve training, boost engagement, and foster a culture of safety

POOL/PACT is a Nevada non-profit public agency insurance pool serving more than 130 counties, cities, school districts and other public entities. Founded to pool resources during an insurance crisis, the organization needed a scalable, accessible training solution to educate members on risk management, reduce claims and litigation exposure, and support compliance—many of whose agencies lack in-house training administration.

In 2019 POOL/PACT implemented Absorb LMS (with Inform and Analyze) and a small team plus subject-matter experts built a branded, member-specific, blended learning program. The platform now hosts 750+ courses (up from 42), supports nearly 25,000 users, ~325,000 enrollments and ~275,000 completions to date (FY23–24: ~50,000 enrollments and ~47,000 completions) with completion rates around 85–87%. The program has driven dramatic growth, reduced claims and litigation risk via robust reporting, and become a nationwide model for public‑sector learning.
