The U.S. General Services Administration (GSA) partnered with ABM Industries to address aging building systems and rising energy use across multiple federal facilities in Los Angeles. Through an Energy Savings Performance Contracting program, GSA needed to upgrade its battery power storage system to better support utility programs such as Time of Use Billing, Critical Peak Pricing Incentives, and Demand Response.

ABM Industries implemented lighting, HVAC, building automation, and envelope upgrades, along with a new battery power storage system that shifted consumption to lower-cost hours and enabled participation in Southern California Edison incentive programs. The project improved energy resilience, delivered deep energy retrofits exceeding 50% of the original energy baseline, and guaranteed more than $21 million in energy and operating cost savings over 20 years.
