Technical Chamber of Greece Automates the Count of Election Votes with ABBYY FlexiCapture®

The Technical Chamber of Greece (TCG) is the official technical adviser to the Greek state and licenses practicing engineers; its elected administration is chosen in triennial elections with over 150,000 paper ballots across many ballot types. Until 2007 the Electoral Commission manually checked and compiled results—a repetitive, error-prone process that could take up to six months before publication.

IID implemented ABBYY FlexiCapture to automate ballot scanning and recognition, using specially designed ballot templates, barcodes and extraction/validation rules (FlexiCapture Form Designer and Document Definition) to handle Greek scripts and complex vote patterns. The solution integrated with the Chamber’s results system, processed 150,000+ ballots each election, cut processing time from months to about a week (with exports under an hour and final publication within hours after approvals) and materially reduced the risk of counting errors.
