National Assembly of Ecuador Manages Its Legislative and Administrative Documents with ABBYY Recognition Server

The National Assembly of Ecuador needed to modernize its document workflow: thousands of paper files were scanned to PDF and manually indexed before being uploaded to the System of Procedures Management (DTS), causing delays in lawmaking. Under an optimization mandate, the Assembly engaged Inteli8 Ecuador to implement an automatic OCR solution to enable indexing, search and long-term digital archiving.

Inteli8 deployed ABBYY Recognition Server as a centralized, scalable OCR service with Hot Folders for automatic import, automated type detection and “rubber-band” indexing for rapid attribute capture. The system processes about 6,000 pages daily with just seven operators (3 scanning, 1 verification, 3 indexing), producing searchable, archive-compliant PDFs, reducing processing time and costs and improving access to legislative documents.
