The Lithuanian State Tax Inspectorate, responsible for national tax administration, faced an overwhelming surge in submissions after tax law changes raised the volume to about 2 million multi-page declarations per year. Manual data entry strained capacity, jeopardized legally required refund turnaround times and left many taxpayers without convenient electronic filing. The core challenge was to create a unified e‑tax system able to capture and process identical paper and electronic forms quickly, accurately and at national scale.
Working with ABBYY partner INFO‑TEC, the Tax Inspectorate implemented ABBYY FormReader for high-volume paper capture and ABBYY eFormDesigner/eFormFiller for electronic forms as the entry point to its Electronic Declaration System. A dedicated processing center plus distributed installations scanned, verified and exported data into back-office systems, while citizens could file online via the downloadable eFormFiller. The solution was deployed rapidly, increased processing speed 4–5x, dramatically cut data-entry errors, handled tens of thousands of pages per day and enabled 24/7 electronic filing and faster refund processing.
