Dewan Bandaraya Kuala Lumpur (DBKL), the Kuala Lumpur City Council, administers the city’s services across more than 30 departments and runs extensive staff training and examinations with hundreds to thousands of forms per session. Growth in candidate numbers exposed a bottleneck: paper exam forms were manually processed, were not designed for machine reading, produced high OCR/ICR error rates, required heavy manual verification, and lacked automated data validation.
Scientific Digital Business redesigned DBKL’s forms for ABBYY FormReader (color backgrounds for color drop-out), upgraded DBKL to ABBYY FormReader 6.5 with extra scanning and verification stations, and implemented data validation rules. The result was markedly improved recognition accuracy, much faster processing with exam results delivered within days, reduced manual labor, and staff freed to focus on management and administration.
