ABBYY FlexiCapture® Used for Country-Wide Health Census in Bangladesh

The Directorate General of Health Services (DGHS) in Bangladesh runs an annual country-wide health census that produced some 30 million household forms. Manual processing of these paper surveys took up to two years, so DGHS engaged Devnet and implemented an intelligent character recognition (ICR) solution based on ABBYY FlexiCapture to speed up and improve the accuracy of data collection.

Devnet deployed scanners, servers and ABBYY FlexiCapture with image cleanup, FlexiLayout form design, custom scripts to detect/correct common human errors, and a 60,000-name dictionary, plus enumerator training. As a result, the 30 million forms were processed in eight months (vs. two years previously) at a throughput of about 100,000 pages per day, enabling faster, more accurate public-health planning and seeding similar projects across other government bodies.
