ABBYY Document Capture Technology Helped Colombia to Get Ready for the Regional Elections

RNEC (Registraduría Nacional del Estado Civil), Colombia’s agency responsible for civil registration and election preparation, faced the task of processing registrations for 4,000,000 new voters before the October 30, 2011 regional elections — capturing handwritten data, barcodes and fingerprints from paper forms. The volume and legal requirements made manual processing impractical and time-consuming.

MTI deployed ABBYY FlexiCapture to scan forms at 600 DPI, apply OMR/ICR/BCR templates to extract data and automatically crop and export fingerprint images, with a verification station for exceptions. The solution processed 658,000 forms and extracted 3,948,000 fingerprints (peak daily rates of 22,116 forms / 132,696 fingerprints), reduced manual review to five cooperators (about 9% of daily output) and eliminated the need for roughly 55 full-time manual operators while greatly accelerating the project.
